Most used apps gone from the startup menu after every restart

Recently, I started experiencing some issues with the Most Used section of the Startup Menu. It seems to have occurred after the recent update to Windows 10. I currently have version 10.0.18362.

This feature is enabled under personalization and it will populate with apps I have just used; however, the area is vacant again after a restart. How can I retain the apps that I use the most in this section? I've never had this problem before, except perhaps when a major update has occurred but even then the list repopulated and was retained.
