Resetting Admin Password and installing Windows without USB or internet access

I have a computer in my office with all USB ports and internet access disabled for security reasons, and it lacks a CD drive. The officials have forgotten the admin password but remember the user account and its password. How can I reset the admin password or install a new Windows version without a bootable drive?

That is a job for your IT department, not yours as I assume the computer does not belong to you. Making changes to that computer can cause legal troubles.
