Stops at Black screen with blue window

When I turn on my PC, Win 10 brings up a black screen and blue window and stops. I discovered if I turn the computer off and on again, then Win 10 loads normally. Any way to NOT have to restart PC in order to load Win 10?

How do you go about the second "turn off"
Perhaps the problem is with the way you turn it off the first time?
Check the settings in power options and see what the behavior is for the settings for the Power Button, perhaps it is set to "Sleep" and your issue is with a power.cfg setting.

I turn off my PC by clicking on Window icon, then power icon and choosing "shut down." The second turn off is by pressing and holding power button on PC. I looked at power button setting and it appears to be set to "shut down."
