Stuck in BIOS after formatting HDD

After formatting my HDD and restarting the system, it gets stuck in the BIOS. I have tried loading the optimized defaults but it keeps looping back to the BIOS. I don't have a USB or another computer to use for troubleshooting. What could be causing this issue, and how can I fix it? I need the PC for my studies.
Please guide me on how to resolve this.

Usually when one formats a drive it wipes out all the data on it requiring reinstalling of the Operating System, Windows or Linux or Macintosh. In this case that's why Windows won't run. If it's only data that data may be recoverable using a program, not so for Windows. It can be important to know how the drive was formatted, what was used to do it.
