Cannot change computer name while it is connected to network

hello,

i am trying to change my computer name before join it to my domain.
when the pc is connected to the network cable no name can be set as computer name even if it was random letters like (sdfjkjsdf)
but when i disconnect it from the cable, the name will change without issues.

kindly note that the changing name was from about in settings, but if i try to change it form power shell with rename-computer command, no issue appears at all even if the pc connected to the cable.

is there a reason for that behavior?

I had a similar experience with a new/replacement NAS drive attached to my Router, new name. Before I could Map it to the same drive letter I first had to Disconnect the old Router in File Explorer on all my computers, both Wired and Wireless, then I could Map the same folder on the new NAS. Changing the computer's name shows it as a new machine on the Network, sometimes even have to Log Off/Sign out then reboot the computer to make the new name stick.
