text on menu bars is unclear but title bars are OK.

Since I upgraded from windows 7 to 10 there are many instances of the text title bar on a page being clear but the menu bar seeming to be bold and fuzzy. Excel and Paint shop Pro being two examples. I am unable to find a setting to correct this.
Any help will be well received.
