since this last update - MS has screwed up both the Network and the Homegroup again!

I managed to create a new homegroup and get all computers on it
BUT BUT why cant I access the root C:\ on those homegroup computers
has it always been that way (I dont really use HG other than I figured if they were all connected
this way I'd have fewer issues)

I normally use the Network tab in explorer to navigate the other computers (they
are all on same work group and everything is shared incl C: - but yet again
computers are failing to see other - some see em all but others do not.

I was a fond user of homegroups, but, they began to give me trouble when the first Windows 10 appeared. On advice, I found that homegroups were only a simpler (then!) means of setting up a private Lan.
That is precisely what I do, within my household. I am not an expert, but, fwiw, as you appear to have done, it is necessary to go into each computer and make sure you have given full permissions on all.
I right click, for example, the folder (C.), and select the "give access to" function - then Advanced sharing.
