How to Disable "Hi There" Setup Screen after Cloning Windows OS

After capturing and applying a multi-language Windows image from the original disk to another disk, the system occasionally displays the "Hi There, Let's get a few basic things out of the way" screen.

Why does this screen appear, and is there a way to disable it?
