How to reset administrator password without access to admin account

I’ve forgotten the password to my administrator account, and I’m currently using a non-administrator account. I tried using Command Prompt to change the password on the admin account, but I can’t give it access without the admin password. I also attempted Safe Mode, but that didn’t work.

I have no other administrator accounts, Windows Hello isn’t working, I don’t know the answers to my security questions, and I don’t have a reset disk. I really don’t want to reinstall my OS. Is there any way to force the computer to create a new admin account or gain admin permissions another way?
