I don't think you problem is Windows Update related.
Cortana is finicky to begin with.
Sometimes "she" just does not want to work.
Many times I said "hey, Cortana" and I would get the Something is not right.... " message.
Then waited a bit and repeated and "she" would come back alive.
It's a new "thing". Let MS sorts things out.
