Unable to reset PC, perform startup repair, or use some Command Prompt functions

I'm unable to reset my PC. None of the troubleshooting options seem to work, and after running sfc /scannow and dism /online /cleanup-image, I'm unable to proceed further. I can't access my PC, and startup repair isn't functioning either. What should I do?
