Windows 10 Reset Issues: Persistent Problems and Installation Failures

I recently performed a reset of Windows 10, intending for a clean install, but the same issues persist. I also found two Windows.old folders remaining on my system.

Additionally, the Microsoft Store is not functioning, and I cannot install NordVPN because the .NET Framework 4.8 installation failed with error code 5100.
