On startup a box comes up with the c:\prompt Windows\system32\cmd.exe in the top bar. Then a smaller box comes up inside the first box that says C:\program files (X86) browsersafeguard.exe. Make sure you have typed the name correctly and then try again.
When I click on OK, it all disappears. Is this normal?

Nope ..... it's a third party piece of software.
Sounds like it may have been uninstalled but left some remnants.
Right click the taskbar and choose Task Manager
Select the Startup tab and see if it is there.
