Inconsistent File Explorer Opening Locations: Taskbar vs. Start Menu

I've noticed that when I open File Explorer from the taskbar, it consistently directs me to the Documents folder. However, if I launch it from the Start menu, it opens to Quick Access. Despite attempting to re-pin File Explorer to the taskbar, the issue persists. Even using the Win+E keyboard shortcut results in being directed to the Documents folder. How can I ensure that File Explorer always opens to Quick Access?
