Literally can’t do anything

One day, randomly logging in and my screen was like that, but whenever I clicked anything or pressed any key, the screen would go black for a few seconds and go back to that screen, basically an endless loop, what can I do, if anything? I’ve also tried letting the laptop run out of charge and putting it back on, didn’t work

for once I'd say scan for malware cause that is NOT the sign in screen. Preferable from an external medium like a live cd.
