It will open text files, but cannot save them as text files. I use it primarily as a clipboard to make notes when writing something.

This might help:

To Install Notepad in Windows 10,
  1. Open Settings.
  2. Navigate to Apps > Apps & features.
  3. On the right, click on Manage Optional Features.
  4. Click on Add a feature.
  5. Select Notepad from the list of available features.
  6. Click on the Install button.
  7. This will install Notepad.

Navigate to Apps > Apps & features.
Interesting!
I've always had Notepad and Wordpad available to me. I've never known Notepad or Wordpad to be a feature you could turn on or off.

I'm trying to follow your advice. I don't see Notepad listed as installed or ready to install.

Can you post a screenshot, of Notepad listed as a feature that can be installed?

It is under "Optional Features", and "optional features", in my computers, Cliff. - No "Manage"

Gotta be new to 2004 build. I don't have it listed in 1909.

Under Optional Features "OpenSSH Client" & "Microsoft Quick Assist" is listed. Under Add a feature there was a few listings but still no Notepad or Wordpad. MS Paint which you are showing is not listed either.

In the end, forced to make a clean restore of Windows 10. As said by Bigfeet, NotePad could be reinstalled and indeed it is again showing and current. It shows the error was indeed on my computer.

On carrying out a Clean Reinstall of Windows 10, Note Pad has again resurfaced on my computer. WordPad in actual fact very few differences in design as to Note Pad, making it one choosing choice as to their preferences. My thanks to everyone who sent suggestions.
