(Oral) Cantonese input method -- is it available for laptops?

The oral Cantonese input method found in Android is extremely helpful and is certainly future direction when it comes to characters(words) inputting, which is much quicker and user -friendly (at in the forseeable time). However! -- it is NOT available for desktop! Is there anyway to solve this problem -- like using the hand-phone as an inputting device FOR DESKTOP?

Maybe Settings > Ease of Access > "Narrator" is what your looking for?

It could be difficult.

I have just had another look in the settings - region and language. Isn't Hong Kong, Cantonese?

Well, when I say "using Cantonese for word inputting" i mean ORAL-INPUTTING (speak Cantonese to the mic which automatically change to WRITTEN TEXT).I don't mean TYPING Cantonese.
