Stuck at Startup Recovery After Swapping SSDs

My friend and I swapped our laptop SSDs to exchange laptops. One of the laptops works fine, but the other is stuck at Startup Recovery. I suspect incompatible drivers might be the issue. I have a flash drive with the Windows 10 installation tool and want to format the SSD and perform a clean install of Windows 10. How can I do this from the Startup Recovery screen?
