Toshiba satellite laptop touch screen dead and usb code 43 error

I have tried everything including re installing windows but the usb code 43 error seems to be the reason that touch screen does not work. I am wondering what I should do? bring in for repairs or what?..

How to Fix Code 43 USB Error on Windows 10(Usually works)
Solution 1: Turn of your PC, and remove its battery (only applies to laptop users):

1. Unplug all USB devices from the computer.
2. Turn off your PC. Wait for it to shut down, and take out the battery.
3. Press and hold the power button for 60s (1 min)
4. Turn on your PC again. with AC Power only
5. See if touchscreen works. (Should be yes)
6. Plug in ea USB in sequence and see if the TouchScreen stops (if yes then you found the USB problem).
7. if all things work, turn off Computer,
8. unplug the AC,
9. replace battery,
10. See if touch screen still works. (If yes then the USB found in #6 is the issue.
