Trouble Booting Up: Dealing with Malware on My PC

When I try to boot my computer it doesn't start up and instead takes me to the repair screen. I suspect I may have downloaded malware. I lalready tried the three available options: "Continue, exit and continue to Windows 10," "Troubleshoot, reset your PC or see advanced options," and "Turn off your PC" but none of them work. I've also tried booting from a Windows USB drive, but that hasn't resolved the issue either.
