10061 - won't shut down

The power off/reset switch has been moved from the upper right to just above the "all apps" switch and when I click on shut down it starts to shut down but reboots instead.
Also when clicking on the start button my video driver stops responding for a few seconds then restarts and then the start window comes up ( NVidia driver 349.90)
All this just started with build 10061(worked fine with earlier builds).

I just now checked and my computer will shut down normally using the power icon in the start menu. But, I'm having other issues with the start menu.
