2021-07 .NET 5.0.8 Update failure .. (0x80070643) - how to stop this error?

1. Keep getting "2021-07 .NET 5.0.8" Update failure.
2. The Update history shows: "2021-10 .NET 5.0.11" was successfully installed.

Question:
. does "2021-10 .NET 5.0.11" supersede (already include) "2021-07 .NET.5.8"?
. If SO, then is there a way of stopping the "2021-07 .NET 5.0.8" from being pushed down any further ?

Release: On Win 10 21H1.

Or run in admin powershell sfc /scannow
Then run DISM.exe /Online /Cleanup-image /Restorehealth
Also run the update trouble shooter.

Did these:
1. run in admin powershell sfc /scannow
2. run in admin cmd line: DISM.exe /Online /Cleanup-image /Restorehealth
3. unable to run anything from the Settings>Troubleshoot screen. Left the option as it was "Ask me before running troubleshooters"
4. proceed to Windows update screen:
a. the list is clean, no pending updates.
b. [Not sure this is a result of steps 1 and 2; I should have checked this first].
c. Click on "Check for updates". the result: the list is clean, no pending updates. EVERYTHING IS GOOD, now.
