Access denied. Engineterop.dll

I've been using a Hallmark Card program for years, and I recently bought a new version. However, it won't open. I spent a couple of hours on the phone with Hallmark support, and they told me it's an issue with Microsoft. I'm getting an error message that says Could not load file or assembly Engineinterop.dll or one of its dependencies Access is denied. Can anyone please help with this?
