The reason for that is they plan to shoehorn telemetry in to 7 and 8.1. I see they fail to mention that. Lol.

There are a couple of other intrusive things they will be putting in. I visualise that, in the first instance, more cautious users will not install the accumulative updates. When MS wise on to that, they will probably adopt the current Windows 10 technique of making the updates mandatory.
