Can Equalizers in "Groove music" &/or VLC Media be used elsewhere e.g. YouTube?

i.e. can they be used for playing content on the Internet; they are simple audio controllers whereas the ones that can be downloaded are (in my experience) so complicated and with little documentation as to be near useless or worse. Previous attempts to download an equalizer/audio controller from the Store led to them being revealed as only working on "Mobile devices" whatever that means - not laptops apparently.
