Still get "The installer encountered error 1603" cannot proceed after.

According to the site itself, the error is received as Google earth is already installed.
Have a look here and see if the folder exists.
C:\Program Files (x86)\Google\Google Earth Pro\client

If it is there, then it should be sitting also, down in the "All Apps"
You could also try looking in the "Programs and features" to see if there is a listed installation there.
