How To Remove Files That Require Administrators

I have two files that were created due to an upgrade or some such several years ago. They are windows.old and windows.old.000. I have tried to delete them but it requires administrator privileges. So I created a user and gave it those privileges. That user can't delete them either. I am using Win 10 that is updated as of today. How do I delete those files?

I am not opposed to re-installing. I only use two programs.
