Managing Contacts: Deleting and Auto-Sync shutdown, Windows 10

For some time I have been trying to get a handle on my ever growing pile of contacts and their information. Yet there seems to be no easy way of cleaning up the data. Sure there are the DUP finders and I have had some success with those, but there seems to me a complete lack of contact cleaners. Recently i have been plagued by contact auto-sync where by ALL of my contacts (Skype, g-mail, comcast, WORK,) are now being compiled and put into the "PEOPLE" database in Win10. So my questions are:

  1. Is there a program that solves this?
  2. Is there a way to delete contacts en'masse and not one by one by hand as it were?
  3. Is there a way to turn off ALL the Auto-Sync functions?
  4. What APP or Program file is doing this and How do I shut it off
  5. Is there a great APP or Program to better manage my contacts in the first place.
