New smaller windows getting placed behind the first open window

This has only recently started to occur.

Unless I quickly make the new window full screen within 5 seconds it gets placed behind.

I cannot find any solution, or even mention, of this problem.

All my updates/drivers are current.

When I see that happen I just click on the underlined icon on the Taskbar which is always there as long as a program or programs are open.

different browsers have different settings for a new window or use the same window

The following will often fix the problem but probably not always. Go to Windows Explorer and select Tools>Folder Options>View> and check the "Launch folder windows in a separate process" check box.

Or

In the Control Panel, clicked on the Ease of Access Center
Under Explore all settings, clicked on Make the mouse easier to use
Under Make it easier to manage Windows, checked the box Prevent Windows from being automatically arranged when moved to the edge of screen
clicked on Apply, then OK
