Tecopower.dll download required

I get this 'warning' to install Tecopower.dll after startup when I try to do anything, every free download to clean gunk (apparently what this program does) is only free for scan but not download, windows free 10 download great but now please help fix problem caused by it (or recognized).

Tecopower.dll is a power saving utility for a Toshiba Laptop called TOSHIBA eco Utility. There may or may not be a compatible version for Windows 10. You can visit their website and check. Or you could just uninstall it. Try going to Settings/Apps and Features. Look for TOSHIBA eco Utility, and uninstall it. I don't think it's a necessity, since Windows can pretty much do this on it's own.

Yeah, no sign of there being a compatible version for Win 10 for Tecopower.dll, so I will just uninstall (settings or maybe control panel) it. Thanks for help! MSP
