$Windows.~BT
Are both temporary directories and along with
Windows.OLD
Support your ability to roll-back your install to a previous build or even all the way back to your previous Windows version.
IF, you current install is activated and seems to be running fine then you should be able to delete it or them without negatively impacting your computer, but.....
I would strongly recommend that you create a disk image of your current install before proceeding, just to be sure you have a strong fall back option in the event that you later determine that you need to revert.
