Win + Shift + S stops working after one use

For the past few weeks, the Win + Shift + S shortcut on my PC only works once after booting. After the first use, it stops functioning. Windows indicates that it's trying to load something with the cursor icon, but it never completes. If I reboot my PC, the shortcut works again, but only once. To get it to work one more time without rebooting I have to go to Task Manager, completely end Windows Explorer, and restart it. How can I fix this issue?
