Adobe Elements not working after Windows 10 Update

Can anyone help.
After Windows 10 update, I am unable to run my Adobe Photoshop Element 11.
I tried uninstalling and reinstalling and licence page keeps popping up even when I click "accept"

I tried to use my Photoshop CS2 at the moment but was surprised that they don't let me save to jpeg
Msg "program error"

Please help as I need these to use photoshop for my daily work

I don't really have an answer, but I have no issues saving to jpeg with CS2.

Dell installed Photoshop Elements 9 on my 2012 Dell desktop. Photoshop Elements 9 survived W7 to W10 free upgrade. PE9 worked great up through 1607; but doesn't function properly with W10 1703. I have not tried PE9 uninstall/re-install.

I was using PSE10 until recently to edit photos for personal use. I like it. Now since a security update, the menus have no descriptions. Is there a fix to this problem yet? I like Windows 10 but really don't want to spend the money to buy a newer version of PSE. Thanks!
