All type of settings even Control Panel are also got disabled after installing Windows10..

After installing Windows 10 in my Dell Laptop, all kind of settings like Control Panel, Volume setting, Bluetooth Settings are disabled to view.

When I click on Setting, my screen blink once and nothing happened after that, no settings got open.

Try testing possible user profile corruption by creating a new user (local admin group) and see if the problem persists under that new profile.
