Hello,
How to Backup and Restore settings and applications pinned
in the start menu without having a account in Microsoft Windows 10 Final?

(sorry I don't speak english it's a tranlation with google)

Indeed, if you go to Start Menu> Settings> Accounts> Sync your settings
It is possible with a Microsoft account to back up in the cloud personal information
Before Windows 7 there was Application Transfer Windows Easy
But no longer exists in Windows 10

There you will say:
PCmover Laplink USB but a crossover network cable or network cable with 2 lit computer (not tested) is required.
MigRecover but date 2009
zinstall windows 10upgrade companion (not tested)
EASEUS free-pc-transfer-software
Fabs Autobackup Pro 6
or the possibility of Application Transfer files and settings to Windows 7 under Windows 10

but none of these applications transfer applications pinned to the Start Menu of Windows 10 currently

Following a thorough research on internet

1)
Administrator PowerShell saves with this command
Export-staltrayout -path c: \ -verbose customstartscreenlayout.bin
and restore with this one
Import-Staltrayout -LayoutPath c: \ customstartscreenlayout.bin -MountPath $ env: SystemDrive \

but it does not work a priori home

2)
There files

% SystemDrive% \ Users \ Default \ AppData \ Local \ Microsof t \ Windows \ Shell \ LayoutModification.xml
% SystemDrive% \ Users \ Default \ AppData \ Local \ Microsof t \ Windows \ Shell \ DefaultLayouts.xml
% AppData% \ Local \ Microsoft \ Windows \ Shell \ LayoutModi fication.xml
% AppData% \ Local \ Microsoft \ Windows \ Shell \ DefaultLay outs.xml

But their backup and recovery have had no effect at home

3)
% AppData% \ Microsoft \ Internet Explorer \ Quick Launch \ User Pinned \ StartMenu
does not exist under Windows 10

4)
LocalAppData%% \ Microsoft \ Windows \ appsFolder.itemda ta-ms
does not exist in my version of Windows 10

If there is an effective solution, I'm interested
