Can I create a shortcut to a folder but NOT on the desktop?

I want to create a shortcut from one folder only PC drive to another folder on my PC drive.
It's not a desktop shortcut but rather an internal shortcut (like I would to on clouds, but this is not a cloud).
Can this be done?

I have several. Right click the folder, and whilst holding the right button down, drag it to where you need the shortcut. You will then be offered the options in the dropped down menu. Chose shortcut. Done. Then you can rename it to something you recognise.

you also can right click on the folder until the drop down menu shows, then scroll down to "create shortcut". then you can moved that shortcut around and deposit it where you want to have it, although davehc's method works as well..
