Yes. I am in Canada.
However, you have to set your Region in United Staes and Language in English (United States ) in order to get Cortana to work.
Start > Settings > Time & Language > Region & Language.......

Yeah. Pretty cool to trick Windows and get Cortana up & running. I think M$ should hurry and get their act together & make it available as default to more countries, like Canada n Australia etc. We shouldnt have to change our country/region to use Windows latest n greatest new feature...considering they wanting to make up for the blunders from Windows 8!
