Go to your laptop and sign in.

Click at Start button > left side, click Settings > click Time & Language > left side, click Region & Language >
copy down the followings..........
under Region, name of the country listed
under Language, the language listed
left side, click Speech > under Speech language, mark down the language listed.
Exit laptop.

Now open your desktop computer and use the steps above and see if it has the same settings as the laptop.......

see if you have accidentally turned Cortana off.......
Start button > Settings > Privacy > left side, click Speech, inking, & typing > right side, under "Getting to know you" heading, there is a button.
What does it say ?
If it says " Get to know me ", your Cortana is turned off.
If so, click the Get to know me button > click Turn On > and the button will change to "Stop getting to know me"
Exit Privacy window.
Try enable Cortana again.
