SOLVED Directories created do not show in file manager

I am back on windows after many years break. NEW to win 10.
I started a command line (command.com), entered cd .. (drop to root dir), mkdir data, data shows under dir command.
I start file manager and cannot see data directory. Do I need a different file manager, or authorizations, or what?

Slowly I stab the keys, and slowly memories return about manipulating WINDOWS.
The file manager needed to reset and re-read devices on this computer. working fine now. Thanks for your help.
