HD on laptop with iplayer

When watching tv on a HP laptop via a website like iplayer or itv hub for example should the picture be in HD. Watching iplayer news paper review live the print on the newspapers were unreadable no resemblance to HD at all. My resolution is set to full HD which I am certainly not getting. Advice please.
