Also tried downloading and installing Picture Gallery and followed instructions to resize, but it will not save to new size.

How are you attempting this. I have no problem.

I as well have no issues saving the resized pic, never have with any incarnations of Windows..are you saving as jpg or other?...not as if that would really make any difference in saving it..but maybe a glitch in format...just spitballing.

It sounds like you may only have read rights to that folder. Right click on the folder in the Windows Explorer and under security see what rights you have.
