How are you trying to format it? What message comes up when you try? If you're using it in a device like a camera, etc., it's best to format it in the device you are using it with.

If the SD card appears in File Explorer when you plug it in then right clicking on it will give formatting as an option...assuming you have not left the little slider in the locked position. W10 does this itself so ne need for external software.

I'm not as convinced as you seem to be.
It is strongly recommended to use the SD Memory Card Formatter to format SD/SDHC/SDXC Cards rather than using formatting tools provided with individual operating systems. In general, formatting tools provided with operating systems can format various storage media including SD/SDHC/SDXC Cards, but it may not be optimized for SD/SDHC/SDXC Cards and it may result in lower performance.
I will continue to promote software that is designed for specific operations. Microsoft has proven on several occasion to be lacking in efficiency as well as over all competency. I don't even like formatting standard drives with Windows built in format utilities. Partition Wizard software puts Microsoft to shame. And that is just one third party application that does so.

Are SD cards sensitive to data boundaries like SSD are/used to be? In which case then a specialized piece of software may well do a better job.

Also keep in mind if an SD or SDHC card is to be used in a camera it should be formatted in the camera using its process or it may not work if formatted in a computer.

EDIT: I forgot to add the card may have a slide switch on one edge, it allows read access but can be set to allow writing or not.

All right, I hope I can help you. There are many ways to format your SD card.
I think you can't do this because you used the normal formatting method. I recommend that CMD do this.
If you don't know this, check this out. I have used this method. I've had good results.
