Incoming mail takes a long time to show up on my computer.

Sometimes it takes up to a half an hour to receive an email. It isn't my internet service as it happens on different services and other computers in my home and my phone. I have a new computer and I thought it would take care of the problem but it doesn't. I did contact Microsoft and they were no help as they said it was my internet provider. I also checked with my internet provider.
