Absolutely not!
I believe there is a version , which maybe free, whcih in some way, you can run in Windows 7. MS are still in the business of making money, and there are still many developing countries and newer organisations who are wiling to purchase the product

Saint. See if this recommended fix works for you.
Download and install Java, here:

http://www.dlldownloader.com/msjava-dll/

Reboot and then try again with Visual Basic.
