Running Windows 10 on a Dell Insiprion 3847 with 16GB RAM. When I try to install the Chrome browser, I get this message: "Your network administrator has applied a Group Policy that prevents installation." How do I clear this group policy?

The biggest question I can come up with is Are you on a company network? If so then the warning may be valid. Which edition of Win10, Home/Core, Professional or Enterprise? Which Version and Build number?

Are you logged on a Microsoft Account with administrative rights or as a Local Account with administrative rights?

On the Home version of Win10 one usually receives this message when trying to use Group Policy Editor [gpedit.msc] as it isn't activated on Home:

I am logged in with a local admin account. I installed and activated gpedit.msc successfully and have unsuccessfully scrolled through it looking for something related to Chrome.
