I have already tried resetting my windows photo app and trying to open the photo on different apps, nothing works. I know that there is something with the photo file and tried repairing it using online websites / apps but still doesn't work. Could someone help me?

As Grizzly says, Irfanview is very good and free. You can also try Gimp
It knows a lot of file formats as does Pixillion Image Converter
https://www.nchsoftware.com/imageconverter/index.html.
NB NCH software will try to upsell you but the free version should be all you need.

GIMP knows about these file formats

Pixillion knows about these

Once you can get a program to open the file then you can, of course, save it in any other format that your app does understand.
Have you tried searching for the file extension with Google? That may give you some pointers as to what will open it.
