KB5040427 Installs Successfully but Reinstalls on Reboot

KB5040427 appears to install correctly, but after rebooting, it prompts me to install it again. I've tried all the usual troubleshooting methods, but nothing has worked. If you need log files to help diagnose the issue, please let me know which ones to provide.
