Links will not work since upgrading to Windows 10

I get the following message "The operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator."

I am not aware that I have done anything to cause this message. It first appeared in emails in Outlook -but when I copied link to Word - I got same message.

The only way I can get around this is to copy and paste link into internet explorer!

Any suggestions?
