No live tv programs

Do you have a TV tuner card installed? Once you do you have to connect the device that's receiving the broadcast signal (cable box, SAT box, antenna) to the TV tuner card. Then open/run Media Center and do a channel search like you would on a standard TV. Otherwise you're not going to.

There are some live TV websites....but I've not found any free one's...all I've seen are subscription based.

Yes I have a freeview dongle fitted, works well with w7 but I cant find a button to install it on W10

I have a very old Laptop clean installed with Windows 7 and permanently connected to my TV. I use it for streaming "Filmon". You can register for nothing, which then allows you to set up a favorites list. If you want to pay a small sum, you get the films/programs without adverts. Streaming is 95% clear, and only occasionally starts jumping a little. It can be used with a mouse and/or keyboard. But a cordless mouse is all that is needed for armchair viewing.
