Only three rows from seven to see aaNot all the icons at clicking on the Start at second monitor

I have a 13" Notebook with 28" 4k Monitor.
When I click on second monitor Start, so doesn't come all the icons (18 x 7) - only the upper three rows from seven. I can scroll to see the other rows, but only three at once
With dragging all the icons and clicking on Start then come all rows to see. Sometimes it is possible to see all the rows/icons at the first click on Start.

How do you have the 2nd monitor setup? Can you post a screen shot of each monitor so we can see what you're actually talking about.
